No. It's a dumb talking point. Anyone who cannot afford them needs more help than just a singular subset of necessary sanitary products and toiletries. If there is actually a large swathe of people who need them and cannot afford them, then it'd be better to use that money to focus on making sure they have every self-care product and necessity available to them.
No, it's not. And your argument is a logical fallacy. This would definitely help a lot of disadvantaged women. Of course money should be used in making sure women have every self-care necessity provided, but not only does free pads/tampons not detract from that, it actually starts to make it a reality. You're basically saying, "We should offer them everything they need, but we can't, so let's give them nothing," instead of realizing that this is the first step in making it happen.
