Lexico is a partnership engine they've done with Dictionary.com and the Learner's Dictionary is specifically made for educators who are teaching English. I use the Learner's Dictionary fairly regularly in my line of work. Learner's Dictionary is probably closer to an actual Oxford Dictionary though. The simp definition on Lexico probably derives from dictionary.com. I'm willing to bet money that the most recent version of the Oxford Dictionary defines simp with the modern usage of it. No the old url for Oxford dictionary was oed then they changed it to Lexico. It is Oxford's own dictionary.
