Supporting my theory is that literally every major head of the development team is a massive, self-professed FFT fanboy/girl. It's probably not a budgetary thing, but just a side effect of having the Shin Megami Tensei IV character designer working on the monster designs and aesthetics, and Matsuno also being there to direct.
