I remember being annoyed when playing against people who had 10 legendaries when I had 0. It's definitely possible to compete with a relatively small collection as long as you are fine with playing certain kinds of budget decks, though (mostly aggro decks, a bunch of them only use commons and rares). --- Cats land on their feet.
