i dont know how else to explain that people need to eat to live and there is no law in the world that will stop a hungry person....its absurd to even suggest that a person be penalized for eating.

You'll be penalized for eating it by getting sick from eating literally spoiled unrefrigerated food that's been sitting in the dumpster.

And what people are saying is that restaurants can and will get sued for giving away contaminated food. That's the penalty
