tbf, they like to brag and say they can rule planets with a single Dalek, but with the times we've seen small numbers of Daleks:
3 Daleks pretend to be servants in order to secretly make more of themselves, requiring an army before they start killing.
A single Dalek kills about a dozen soldiers, drains Utah's power, then kills itself.
4 Daleks get sassy with Cybermen before opening a prison to have an infinite army of Daleks.
4 Daleks kidnap people and turn them into a pig army and try to make more Daleks because that's what they do.
3 Daleks pretend to be soldiers in order to secretly make more of themselves, requiring an army before they run off into the universe in fear of the Doctor.
1 mentally ill Dalek kills a bunch of other Daleks and runs away.
1 Recon Dalek kills about half a dozen people, then loses to a microwave and falls into a black hole, then gets brought back to life and- get this- creates an army before trying anything else.
So the whole "rule a planet with a few Daleks" thing is propaganda BS.
