And even of the kids who do want to go youll be getting a group thats on average less qualified. The words you are using sort of exemplify the problem with the system- "prepared" and "qualified." Which kids are going to be prepared and qualified? The ones who have parents who have been preparing them from an early age - i.e. generally wealthier families.
