Full tutorials that explain the basic mechanics of the game, combo challenges for all the characters that show you the basics of each move and some of your bread and butter combos, and the ability to set up certain situations in training mode to practice getting out of them.

Basically, guilty gear xrd 2nd Rev as the gold standard that all other fighting games should follow.
How could I forget the tutorial mode

Eh gotta disagree. Not all fighting game devs have the money to do that. Then they are forced to spend recourses on making something they might not even care about. If they have a tight budget and are focused on making a competitively viable game that is what they should focus on.
Doesn't have to be huge budget, but most games have some semblance of story. I include this mode because it explores the setting and encourages (forces actually) players to try new characters.
