But him going by Pietro right now doesn't rule out him being from the Fox universe, since no one in Westview is going by their real name, and this guy's real personality is more than likely being suppressed as well. So it very well might be Fox Quicksilver brought to the MCU verse and having his memories suppressed by whoever's behind Westview.
