The game is clearly the middle of a trilogy and nothing is really solved or done in terms of the plot moving forward. It is heavily pared down and does NOT feel like a global conspiracy, but a very small scale plot dealing with Prague. The gameplay is better, the side quests are awesome, but only being in one HUB area and with a main plot line that barely exists means the game is a huge step down from HR.
