People avoided the subway because they didn't want to travel in packs. As people started returning to work, they were met with a larger percentage of homeless people in subway stations. There were also higher incidents of muggings and other crimes. There should be more of an effort to help the homeless not be homeless, but there are homeless people who adapt to that lifestyle and rather live on the streets.
