if it spells out a word, it's an acronym, if not, it's an initialism.

edit: it doesn't need to be a real word, just something that can be sounded out.

nobody is going to say "sfusd" over "esseffyouessdee". "vapa", ohteeohaitch, was probably not commonly referred to as "veeayepeeaye"

so, as i said, they did most likely replace an acronym with an initialism. for some reason. the point of which isn't entirely clear.
