I was about to point this out myself, wondering why nobody had commented.

You don't know why the vehicle in front has slowed, there could be any number of reasons. They might feel the driving conditions aren't suitable to go at the speed limit, they might have seen some hazard further up, maybe they don't feel comfortable driving at a certain speed on particular roads because they're aware of certain hazards or dodgy segments of the road, they might have hindered visibility (i.e. light glare, windows suddenly starting to steam up, etc).

I had a situation coming down a motorway at night, I noticed flashing lights ahead, so started to slow down. A car coming up behind me (which was driving too fast) nearly rear ended me and had to swirve, putting him head on with the police officers who were attending an accident. While he stopped in time, one of the police officers had to leap away from the cones, he was that close.
