I work a food distribution site every week that opened up since the pandemic started. It's drive-through style, so we have hundreds of cars stop by and pick up food boxes for their families.

We don't even require IDs. They tell us how many are in their family, and how many kids, then as they go down the line, we give them food for that size. We even allow them to pick up for other families that aren't present.

So we can have one car picking up for 3 families of 6 people each. That's a lot of food and there's no way for us to verify if they are actually taking it to other families or keeping it all for themselves.

Our stance on it is that we are just doing our jobs to feed people in need. If someone chooses to lie to get more food, then they clearly need it. It's not our place to judge who is considered "poor" enough to require food assistance.

It's worked pretty well so far. Almost a year of doing this and we haven't seen an increase in multi-family cars, which is what I was expecting once word got out that we didn't verify numbers. I think people are more honest than we sometimes give them credit for.
