Transactions on the market go through clearing houses where the actual exchange of money occurs. They are like the middle men. It takes a few days for each trade's funds to settle. The clearing houses cannot by law use the traders' funds to cover the cost of this transaction during that settling period, they must use their own credit. Today on GME there was such an extreme number of transactions occurring simultaneously (aka the volatility) that the clearing house had to increase the cost of covering the transaction to a point that was beyond their ability to fund. So they had to stop new positions from opening.
