My memory says the ATB meter goes up really slowly if it's not your active character, right? Well if you build Cloud up to 2 meters (for example) and then spend them both if you transfer to someone else they'll probably have at least 1 meter built just from passive building. So you could build them up to 2 meters (not very hard) and move onto the 3rd character. By the time you get back to Cloud he'll probably have at least a meter built up.
