I don't think character levels should count. If you can do everything at level 100, why level to 255?
I mean in terms of adventure map completion, badges, perfect weapons, skulltulas, etc...

It depends heavily on the battle. He's never bad, but Young Link is much weaker on maps with just a few captains or boss monsters, like the challenge and quiz battles. The more grunts there are, the more powerful he is, he literally feeds on their corpses. Because he can turn special bar into magic bar, even when in focus spirit, for infinite focus spirit if you can keep killing enemies to build special back up fast enough. For this reason, he fares best on maps like "Rack Up Your KOs".
Also I recall some of his higher tier weapon battles are basically designed around strategically going ham w/ focus spirit to deal with giant mobs of multiple captains that would be a nightmare to fight normally (especially the ones on Death Mountain and the caverns stages...forgot which weapon tiers those were). Basically, do the infinite focus spirit until the threat is winding down, then build special back up before it ends, then after it ends transfer it to immediately have a full magic bar back for the next area.
Note: You need to max out his focus spirit and special bar badges to get a full bar of magic from a full bar of special.
