Man. Some people in this topic are coming off pretty crazy. Immediately jumping to keying the car, slashing the tires, having it towed, etc. Assuming the driver would try to shoot the TC because of a car sticker.

Like, have you got any experience interacting with actual people outside of the internet? Act like a civilized human being and try to resolve the issue at the lowest link in the chain first.

Just ask greet them, introduce yourself, tell them you recently moved in and ask them politely to park somewhere else, as you really need to get in and out of your garage. If you can't catch them, leave a note. No need yet to threaten towing on the first incident.

Only after that should you escalate to the management, towing company, or police.
