Because although there are definitely scary parts of Detroit (and it's still considered the most dangerous city in America, according to various sources), people can always say that they'd just stay on the safer side of the city. By saying "the hood", though, you eliminate this safety net and force people to understand that you're talking about a pointblank dangerous neighborhood. --- "The Dragon Ball Super anime is lowering the IQ of the characters so the DB fan base can relate to them better." -Acharyap28 ...
