If your project has a definitive solution and the only roadblock is man hours, then this type of thing makes sense. But the issue is that if the problem is more complex than that what this does is soak up grant funding and reduce the diversity of information in the field.

In human brain science, the human connectome project kind of represents a shift in the field towards a homogeny that is not helpful to the field, for instance.

I get the concept now but im not going to pretend I understand the distribution of scientific funding enough to weigh in on it. I understand your concern though.
