After rewatching that first episode, I feel firm in my belief that Wanda isn't the one causing it.
After the credits roll on the "sitcom" portion of the episode, the person seems to be observing the "show" and taking notes. And that's when we first see the SWORD logo, so I can only assume that that person is an agent of SWORD.
There's also dialogue between Wanda and Monica where Monica says "I don't even know what I'm doing here" and Wanda replies "Neither do I". There's also the repetition of the line "Who's doing this to you, Wanda?"
