In the case of free college, I think it needs to be tied to performance standards. If education is investing in your people, it should have a return on investment and we absolutely need to prevent the quality of that education from eroding. Plus college really isn't the best fit for everyone and it would be a disservice to trades to further stigmatize not having a college degree as having failed somehow.

For example, Germany offers free tuition, but a smaller percentage of their population goes relative to even the US. Other countries like Korea have extremely difficult entry tests that determine whether someone gets to go or not. So even in places where it's free or near free, there are barriers in place to make sure it's a good fit.

In addition, if it's just the government footing the bill, we'll end up in the same place as healthcare where universities all charge the maximum amount the government is willing to pay which will increase by the maximum amount allowed every year. It is probably better to address the skyrocketing cost of tuition (and things like textbooks) before deciding that the solution is just for the government to pay it all.
