Cultural differences are a thing (specifically, that Japan until comparatively recently thought much less negatively about nudity). As for racial stuff? Japan even now is a fairly xenophobic place. And were so for basically the past 100+ years. They are not unwilling to imagine a foreigner type character in a good role, mind you, they just have some... difficulty in disposing of generation-old stereotypes they lift from other nations, since they look easy to draw, funny, and they don't really get why other nations needed to actually get rid of them (at the time they animated Dragon Ball anyway). . --- I am the Hunter of Topics.
