Entrapment requires law enforcement to engineer a crime where no crime exists.

Entrapment:
"Would you like to buy my bag of baking powder?"
"Sure I'd love to buy your baking powder."
"Psych it's actually cocaine." (Arrests you for buying cocaine)

Not entrapment:
"While you like to buy my bag of cocaine?"
"Sure I'd love to buy your bag of cocaine."
"Okay I'm arresting you for buying cocaine."
Entrapment is actually creating a situation where officials use undue influence to coerce someone into committing a crime that they otherwise wouldn't commit. The claim that cocaine is baking powder wouldn't be entrapment.
