There was a man pulling down the barricades that were on the windows and she just happened to be near him. Honestly I don't think the cop was actually trying to shoot this woman specifically. It's extremely tragic. You can see her trying to climb through. It's literally what she's doing when she gets shot and falls back. The person who shot was trying to stop the angry mob from getting through. She was the one who copped it.
