Hundreds and thousands of people don't have direct access to him every single day like they do. Family, aides and staff, and so on absolutely bare some responsibility because they not only did nothing to stop him, but instead did the opposite and further endorsed what he was doing.

In the US, you can be found liable as well if you knew of a crime and did nothing. For instance, if you have a brother and your brother tells you he's going to go stab your neighbor to death, and you don't report it or warn the neighbor or anything and then he stabs the neighbor to death, you'll likely also get charged with a crime.
