They're barely a step up from squires throwing stones and by the time they could possibly be good (with some form to keep an NPC from acting) they're massively outclassed. I think there's too much looking at Charge and not enough looking at the rest of the job. Charge sucks even if you combine it with enemy position control. Bows do not suck and can do quite a bit more damage than guns or earth slash (and certainly more than throwing stones) for most of the middle portions of the game.
