If you are just going by scenery then those three should definitely not be top tier. Utah is mostly desert, Texas is just fast plains as far as the eye can see, and California spends most of the year on fire now. Maine should be moved up if we are going from just wilderness. Not to mention you don't have most of the states with the federal nature reserves in the top spots.
