If a surgeon did something criminal like the hysterectomy guy in Georgia then malpractice insurance wouldn't cover it and he'd just go to jail. Same thing applies to cops ostensibly. Qualified immunity protects from civil lawsuits. If a cop does something criminal then they are criminally liable.

They get away with it because of nepotism and corruption because they're the ones running criminal courts. They're not running the civil courts though which is why they have qualified immunity for that.
