Thats not how the Force works. That doesnt make sense since we know that Palpatine trained under Plagueis. Being Force sensitive doesnt automatically grant access to all Force abilities.

Anakin is literally the chosen one and has the highest Force potential, yet he still needed to be trained. Luke inherited his fathers potential and he had to be trained. Ezra had to be trained. Ahsoka straight up said that Grogu was trained.

Rey does pull Force abilities out of nowhere. In TFA she does the Jedi Mind Trick casually multiple times and Force Pulls Anakins lightsaber away from Kylo with no prior knowledge of their existence. Lets not forget Force Healing and Force Lightning.
But she acknowledges the existence of Luke Skywalker with excitement, basically hailing him as a well known Jedi in that respect. With heroes come stories, and with stories come experiences. Even if hailed as "legend" people spoke of his mind tricks, and various other things he did. It's not entirely out of left field that when she learned his existence was real, that the stories of him and what he did weren't untold. Her hearing about his exploits, his abilities and capabilities isn't unheard of at all. Someone like Luke who met so many people along the way and was directly involved with the destruction of two death stars and the destruction of the sith are going to have a lot of tales attached and a lot of witnesses to his capabilities as a Jedi knight.
