I kind of put DS, MHA and OPM in the same category in my head cause I don't watch a lot of long running battle Shonen and they all have some character designs that feel intentionally stupid.

I would say a lot of Shonen have a few intentionally stupid designs.
OPM, however, is different because it puts a large focus on stupid designs for comedy.

So do most people have quirks? Or is it rare? Cause it seems like hes the only kid in class without one but then theres these big fights happening and most people seem like just regular onlookers

Others have already covered the 80% of the population and useless quirks bit, but they also are not allowed to use their quirks freely iirc.
For example, all heroes are legally required to have a hero license.

One thing that does bug me about this show is that the heroes have to constantly train to get better, but the villains never train and are still powerful lol. Too many anime do this and it's annoying.
