Maybe because they just don't want them. The M'gog are smart enough to make use of advanced technology but they don't see the need for it. If you care about wearing armor then you need to be able to repair armor, make armor, and harvest materials for armor. But they prefer to approach problems with overwhelming numbers and physical strength without any regard for how many of them might be killed in the process.

Since they don't make anything themselves aside from more M'gog everything they have was either taken from prey or they were being guided by The Abyss.
