When you are a kid you definitely can be mistaken for a girl, (even now sometimes from behind) especially because of the voice not changing. I never cut it despite being teased, even to this day, but usually now its just fun jokes. He definitely dresses more feminine, and I don't mean the style of his hair. But either way, whatever makes you happy as long as its not hurting anyone. More power to him, maybe he will grow it back...my mom forced me to shave mine when I was about 8-9 and I raised holy hell about it.
