No, it's absolute. You need a DisplayPort to get FreeSync. Both devices have to support it, though (if you have a newer GPU, it will support it; both companies have implementations of it, Nvidia's being called "G-Sync Compatible").

But you can just use the included HDMI cable to connect to the Xbox Series X because it doesn't have a DP. I'm saying get a DP cable for your PC. Since you want to use it with both you'd need two cables anyway, I assume (I'm guessing you're keeping your XSX on your desk).
