Topic	Scotland is the first nation to make period products free

Why did the UK leave the European Union as a whole? If they're four separate countries, surely Northern Ireland and Scotland would be allowed to remain? They couldn't, because the UK is the country and its members are subdivisions, why was Scotland not allowed to remain? Becuase it doesn't have the autonomy to do so.
