I've been to plenty of solid sushi places with non-Japanese people working as servers. However, in terms of sushi chefs, I've only seen Japanese and Hispanic people behind the counter. To become a true sushi chef requires a lot of patience and training that is generally only available in Japan. The two best sushi restaurants I've been to had sushi chefs that were trained in Japan. Kaizen in San Jose, and Omakase in San Francisco (of which the latter has a Michelin star).
