Cheney is evil, but I don't think even he is evil enough to murder thousands of Americans just to start a war he and his cronies could make some money off of. Especially when there are much easier and more effective ways to do it.

The theory that he and others in the administration knew that some kind of a terrorist attack was coming but didn't realize how horrible it would be, and planned to use it to justify an Iraq invasion is more plausible. I can definitely see him being shocked but immediately rationalizing it and deciding they needed to suck it up and go through with the plan.

The thing is, though, just because someone WOULD do something doesn't automatically mean that they DID. I find it hard to believe that there wouldn't be any leakers or whistleblowers or paper trail. It's much more likely that they just hadn't prioritized anti-terror measures, and our country was already vulnerable due to a lack of coordination between departments. They were genuinely taken surprise by the attacks but just cynically used the situation to their own advantage soon after.

I have seen no reason to doubt that this is the most likely scenario.
