If Kasumi isn't in it at all and they don't reference the extra semester I can see why someone might say it's a sequel specifically to vanilla and not Royal, but really it mostly doesn't make a difference. Also the extra semester itself is not mandatory in Royal and they didn't rewrite the entire ending to it, so there were already some awkwardly vague moments there. --- "One toot on this whistle will take you to a far away land." -Toad, SMB3 ...
