Pretty much. Just typical gross human behavior described by a century of sociological study. No matter how much we study and recognize it, it never go away, because these tendencies to judge and shun and shame are in-built in people as evolved for some clan or tribal societies, and those who are intellectually incapable of seeing this negative behavior in themselves will not attempt to correct it. They'll thrive off of it because being judgmental to them is a rush of positive hormones and stimulation.

This is the same behavior that drives Conservatism in general, for what it's worth. Being judgmental is a salve for the fear and stress that is inherent in a chaotic and impossibly large society.
