He treats her like he treats everyone else). Don't try to be Haruhi, Japanese media, because you can't. That being said, I do understand Juna's point, even if she didn't convey it in the best way. "Don't pretend like you're above it all, like you're some indifferent Chessmaster. You can't be okay with sending millions of people to their deaths" is the general sentiment she's trying to get across, but she does it in such a roundabout way.
