The media and news networks making a "call" for the election isn't them deciding who wins. They are REPORTING the counts, and when the margin becomes unwinnable or virtually unwinnable, they know a state will favor that candidate. That's what a "call" is. And when a candidate gets 270 electoral votes, they win the presidency. The voters decide the election, and the media is simply reporting, key word, the numbers based on hard-working poll workers from all across the country who are counting ballots.
