The White House budget proposal is typically issued in February, which would be at least two weeks after President Trump is scheduled to depart the White House. He lost the Nov. 3 election to Joe Biden and Biden is set to be sworn in on Jan. 20, 2021, though Trump has refused to accept the results.

I could understand "keep planning on what we have until it changes", considering Biden likely isn't going to completely change the budget in the first 2 weeks in office.

That feels reasonable to me, they aren't talking about the 2nd or 3rd year from now.
