A medium case scenario (which I kinda suspect based on several of these ratfuckers involved in Trump's counternarrative to the Russia investigation) is that he's installing people to selectively release classified stuff or something. And then of course in a worst case scenario he could really be planning not to leave and installing people who won't resist him (I don't think this is super likely, but with Trump you can't rule it out).
