Yes, it's based off of the meme. "What if they made James Bond a black lesbian?" But it's not Bond himself. He's losing his 00 status -- something which has happened in the series before -- and she's taking his spot. Maybe, maaaaaaaybe she'll get a spinoff in which she's the lead. But she's not going to be the new "James Bond." He'll still be played in other movies by other white dudes.
Now if the producers decide to dig up that debunked codename theory and say that she is the 7th James Bond, then you know they've lost it.
