Higher population density = more liberal votes Permanent apportionment means you can add 600,000 people to Texas and not change how many EVs it has. Of course if you added 600,000 people to Texas you're increasing the blue vote at a greater rate than red votes. If Texas flips, the EC becomes a permanent fixture in favor of the democrats.
