that could have been part of it, but her history on the senate is certainly a larger part of it

Bidens strength over the years has been his ability to convince key senators to vote across the aisle when it benefits the country, so it makes sense that he would want an ally(and potentially a replacement) that knows how senators think and can help achieve the same goals
