Black Panther was the first to appear in the mainstream comics, but there were some prior to that. They weren't really represented well, though.

If you only care about specifically big 2 masked superhero characters the answer is Falcon / Sam Wilson. Otherwise there's some going back to the 30s.
I love that Judgment Day is highlighted prominently in that article. That was a groundbreaking story, and also highlighted the hypocrisy of the Comic Code Authority.
