Youre saying no income is better than some income ? You can still look for a job while being employed so any job is better than no job.

Some income is good. But at that point, they still need a better job. Which is why its still hard for them to find a suitable job. Which goes back to the original point of needing a job. Because at that point, the lack of a good job will still leave them homeless... Especially since its a time when everybody needs a job. And you may not be able to find one thats better. And while finding a second job might work, it depends on your bosses and your schedules... And they may rather take the other person who has more open time than the one who already has a full schedule... Also, while you do have some time to search for jobs, its much, much less...
