If its anything like the NBA, I doubt MLB is open to teams from any nation purely from a travel perspective, USA and Canada makes sense - opening the league up to Mexico, Japan, or Singapore would not make sense. I understand the rationale that the best players from the world would eventually wanna play in the US, makes sense - but thats not really what the term World Series implies. If they really wanted a World Series they should do what Europeans do and have a playoff tournament to crown a champion from different leagues in different countries.
