Everything about this is way more sensible than the previous tiering. All these characters are ones that left a big impact on people and were important to the plot (except Ibuki lol). I wouldn't have been surprised to see any of these in the Top 10, but for the most part it makes more sense that they're one tier below. 7/10 of them end up dead though!
